1. Overview
"CFD Wind-power Software Series¡ªManagement System of Safety Assessment Method and Acceptance for Wind Farm Projects(WSA)" is a tool software used in Safety Assessment for Wind Farm Projects, which is jointly developed by China Hydropower Engineering Consulting Group Co.£¬Hydropower and Water Resources Planning & Design General Institute£¬and Beijing-Millennium Engineering Software Technology Co., Ltd.
This software is based on " Production Safety Law of the People's Republic of China ", "legal notice sent by National Development and Reform Commission and State Administration of Work Safety on enhancing the ¡°Three Simultaneity¡± safety facilities of construction projects", as well as the relative documents and standard from Hydropower and Water Resources Planning & Design General Institute. Its functions cover the whole procedure of safety assessment and management. It is suitable for national conditions of our country and beneficial to improve present conditions of safety assessment. Importantly, it effectively supervises£¬controls and standardizes the safety assessment for wind farm projects.
This Software contains four sub-systems, namely the On-line declaration and management sub-system, the safety assessment report preparation sub-system, the database export sub-system and database management sub-system. The Software fills a domestic gap in this field of China. It is coincide with the national conditions of China, contribute to the establishment and implementation of industry standards, and promote safety assessment of China's wind power projects.
2. Characteristics
(1) Strict Criterion
Based on " Production Safety Law of the People's Republic of China ", "legal notice sent by National Development and Reform Commission and State Administration of Work Safety on enhancing the ¡°Three Simultaneity¡± safety facilities of construction projects", as well as the relative documents and standard from Hydropower and Water Resources Planning & Design General Institute.
(2)Improve Efficiency
Complete the commission and assessment of safety assessment report, as well as the process of acceptance of safety facilities completion via the Internet, but also avoid the cumbersome process of tabulation.
(3)Standard Format and Safety Assessment Model
Standardize the format of safety assessment report with professional templates, and carry out scientific assessment and quantitative risk analysis with safety assessment models.
(4)High Universality
Three editions of database management sub-system are provided to meet the needs of different users, including Government Edition, Agency Edition, and Enterprise Edition.
3. Functions
Software consists of four sub-system components. Main Functions are as follows:

(1)On-line Declaration and Management Sub-system

Centralized management of safety assessment for wind farm projects can be achieved in this sub-system: standardize the safety assessment process, also control its important links. Manage the information of different users including censorship, construction unit and safety assessment organization. Manage the basis of safety assessment in a unified way. Commission, submit and assess the safety assessment report via the Internet. Complete the acceptance process of safety facilities completion. Meanwhile, build the database of safety assessment information for wind farm projects, in order to provide the basis of supervision and back-up data for State Administration of Work Safety, to guide construction units to improve the safety facilities, and to help safety assessment organization enhance the quality of safety assessment report.

(2)Safety Assessment Report Preparation Sub-system

The sub-system provides reporting template of safety pre-assessment and safety assessment upon completion, as well as safety assessment models. The reporting template includes standard format, conventional chart of safety assessment methodology, assessment unit division and tooltip. The safety assessment methodology includes Safety Checklist (SCL), Application of Preliminary Hazard Analysis in Engineering (PHA), Failure Mode and Effect Analysis (FMEA), and engineering analogy. The Safety Assessment model includes Dow's Fire and Explosion Risk Analysis model and ICI Mond Method. Users can prepare the safety assessment report accurately and speedily by this sub-system. Moreover, the safety assessment report can be exported as word document, so as to submit it online.

(3)Safety Assessment Database Export Sub-system

After the process of safety assessment, all information and report submitted online can be saved in the database which is under the unified management of censorship. When different types of users need to scan this information, they can obtain it from the censorship. Different export task can be established£¬managed and maintained for the different types of users.
(4)Safety Assessment Database Management Sub-system

The exported data will be provided as one of the install files of database management sub-system, so that users can scan the safety assessment information of the wind farm project via the sub-system. Due to the difference of user's categories, they have different rights, and just can query the projects and project information within boundaries. There are three editions of database management sub-system to meet the needs of different users, including the Government Edition, the Agency Edition, as well as Enterprise Edition. Government Edition is designed for the State Administration of Work Safety, the Agency Edition is for safety assessment organization, and the Enterprise Edition is for construction unit. When user needs to classify the projects and summary the amount of investment and installed capacity, this sub-system can achieve the function of statistics summary, then export the result as excel spreadsheet.
